Modernisasi teknologi militer ini untuk mendukung operasi perang militer (OMP) dan operasi perang selain militer (OMSP) Asisten Operasi Kepala Staf TNI Angkatan Udara (Asops KSAU), Marsda TNI Ismono Wijayanto di Mabes TNI AU, Cilangkap, Jakarta, Kamis (19/7), menguji serta meresmikan penggunaan ICT yang mencakup Jaringan Komunikasi Berita (Jarkombra), Voice Over Internet Protokol (Voip) dan Video Conference (Vicon). ICT sebagai bagian dari moderniasi sistem komando, kendali, komunikasi dan informasi (K3I) TNI AU. ICT berhasil dikembangkan TNI AU didukung PT Telkom Indonesia sebagai penyedia jasa dan jaringan telekomunikasi terbesar di Indonesia. Asops KSAU mengakui jika ICT menjadi penentu utama dalam proses pengambilan keputusan yang cepat dan tepat. TNI AU menyikapi kemajuan teknologi dan arus modernisasi yang demikian cepat sehingga harus dimbangi dengan pengembangan teknologi pula. Ini telah menjadi tuntutan dan kebutuhan di segala aspek kegiatan khususnya di lingkungan militer. Awal implementasi ICT dari penyatuan dan pengembangan K3I. Di bawah kendali yang sama, ICT dikembangkan menjadi sistem komando, kendali, komunikasi, komputer, intelijen, pengamatan dan pengintaian. K4IP, dikatakan Ismono, mutlak jadi sarana pengambil keputusan pimpinan secara cepat dan tepat tanpa terkendala oleh jarak dan waktu. "Sistem K4IP TNI AU harus sangat handal karena dislokasi satuan-satuan TNI AU yang tersebar diseluruh pelosok NKRI," ujar Asops KSAU. Sistem komunikasi modern jaringan tertutup TNI AU ini dibangun dengan dukungan PT Telkom Indonesia sebagai penyedia jasa telekomunikasi terbesar di Indonesia sehingga menjadi jaminan akan kehandalannya. Dukungan ICT jadi penting dalam mendukung operasi dan latihan, baik dimasa damai atau masa krisis. "Khusus untuk TNI AU sebagai organisasi militer penegak kedaulatan Negara di udara diperlukan untuk mendukung pelaksanaan OMP dan OMSP," ujar dia. Organisasi Modern
General Manager Enterprise PT Telkom Indonesia, Muhamad Syalsabil mengatakan sistem komunikasi data berbasiskan ITC sudah merupakan kebutuhan utama dan bukan pelengkap lagi. Tehnologi Komunikasi dan Informasi Modern yang digunakan TNI AU telah menjadikan organisasi ini selangkah lebih maju menuju organisasi modern. "Berdasarkan pengalaman PT Telkom saat mulai menggunakan teknologi yang sama bisa mempersingkat proses surat menyurat dan pengambilan keputusan dari empat hari menjadi hanya satu jam," ujar dia. Sistem teknologi dan komunikasi TNI AU, ini sepenuhnya menggunakan jalur VPN-IP PT.Telkom Indonesia. Jarkombra akan berfungsi sebagai sarana untuk pengiriman berita secara online, sistim Voip sebagai sarana untuk komunikasi audio telephone dan system Vicon untuk komunikasi audio dan video. Sistem tersebut merupakan hasil pengembangan TNI AU bekerjasama dengan PT Telkom TBK sebagai penyedia jasa jarring komunikasi serta pembangunan infrastruktur komunikasinya guna mendukung kesiapan operasional TNI AU . Pada acara uji fungsi Jarkombra, Voip dan Vicon tersebut, Asops KSAU mengadakan uji komunikasi data (berita radiogram), komunikasi suara (voice) lewat VOIP dan komunikasi gambar (video) lewat VICON dengan seluruh satuan jajaran TNI AU yang telah dipasangi ICT. Hasil ujicoba komunikasi cukup memuaskan dengan kecepatan berita yang disampaikan interaksi suara dan gambar video cukup baik.
"Telkom Indonesia berjanji akan terus mendukung kebutuhan TNI AU dalam kebutuhan komunikasi baik menggunakan jalur komunikasi jaringan terbuka maupun jaringan tertutup," ujar Syalsabil. (Feber S)

Kendaraan tempur Anoa produksi PT Pindad-Indonesia yang akan digunakan oleh Satgas Indo FPC TNI Konga XXVI-D2/UNIFIL.

Salah satu kelebihan yang ada pada Anoa adalah sistem perlindungan yang diberikan oleh lapisan baja dan rangka, yaitu memiliki tingkat STANAG 3 level 3. Ini berarti, ranpur tersebut bisa menahan peluru kinetis hingga 7,62 x 51 mm Armor Piercing standar NATO dari jarak 30 meter dengan kecepatan 930 m/s, serta bisa menahan ledakan ranjau hingga massa 8 kg di bagian roda gardan dan di tengah-tengah badan.

Selain itu, Anoa dibekali sistem navigasi terbaru dan alat komunikasi anti-jamming. Kendaraan tempur tersebut bisa digunakan untuk bermacam fungsi, mulai dari sebagai pembawa pasukan, kendaraan komando, hingga rumah sakit berjalan, di medan tempur.

Persenjataan yang terpasang adalah senapan mesin 7,62 mm dan 12,7 mm untuk varian infanteri dan Automatic Grenade Launcher (AGL) 40 mm untuk varian kavaleri. Untuk pertahanan diri, Anoa dilengkapi dengan pelontar tabir asap 2 x 3 66 mm.


Saat melakukan test drive Anoa beberapa waktu lalu, ranpur ini mampu dipacu hingga 100 km/jam. Anoa juga mampu melompati parit selebar 1 meter dan melahap tanjakan dengan kemiringan 45 derajat. Seluruh bodi Anoa dilapisi baja tahan peluru. Apabila diberondong senapan AK-47 atau M-16 dijamin tidak bakal tembus.

Pengiriman 7 unit ranpur Anoa ke Satgas Indo FPC TNI Konga XXVI-D2/UNIFIL ini merupakan program Pemerintah Indonesia, dalam hal ini Mabes TNI, dalam rangka menggantikan APC VAB - NG buatan Perancis yang sudah sejak 2006 menjadi bagian yang sangat penting dalam pelaksanaan misi PBB di UNIFIL.


Kedatangan 7 unit Anoa pada Sabtu (21/7/2012) di Markas UNIFIL-Naqoura, yang juga merupakan tempat Satgas Indo FPC, disambut langsung oleh Dansatgas Indo FPC TNI Konga XXVI-D2/UNIFIL Mayor Inf Wimoko dan didampingi oleh Kapten Kav I Nyoman Artawan selaku Perwira Kavaleri merangkap Pasilog Satgas.

Penggunaan ranpur Anoa oleh Satgas Indo FPC adalah untuk menunjang tugas pokok Satgas, antara lain dalam pelaksanaan patroli keamanan wilayah Markas UNIFIL (Green Hill) dan sekitarnya, pengawalan UNIFIL HoM dan Force Commander dalam rangka Tripartite Meeting antara LAF (Lebanes Armed Force), IDF (Israel Defence Force) dan UNIFIL, serta latihan-latihan gabungan dengan pasukan dari negara asing yang tergabung dalam UNIFIL.

The defense cooperation reflects strengthening ties between both countries amid heightening tension in the South China Sea involving China and a number of Indonesia’s ASEAN neighbors.

Defense Ministry chief spokesman Brig. Gen. Hartind Asrin said that the initial talks were conducted during the first China-Indonesia defense industry cooperation meeting held in Jakarta on Wednesday.

The ministry’s defense potential director general Pos M. Hutabarat hosted the Chinese delegation which was led by Liu Yunfeng, a deputy director general at the Chinese State Administration for Science, Technology and Industry for National Defense (SASTIND).

“The meeting discussed various efforts to improve cooperation between the defense industries of both countries,” Hartind said on Thursday. “We’ve already prepared an area for the [missile] production site that faces the open sea for trials.”

Hartind said the C-705 had a range of 120 kilometers.

He said that the Indonesian Navy had successfully test-fired the C-705 missiles in the Sunda Strait.

“China has also offered to donate weapons systems that Indonesia might need,” he added.

A source said that Indonesia was expected to reply to Phase 1 of the missile proposal at the end of August and Phase 2 one month later. A contract is expected to be signed in 2013.

Phase 1 is on semi-knocked down production while Phase 2 is on completely-knocked down production.

A proposal for a Phase 3 on research and development is already on the table although the focus is currently on the first two phases.

Aside from the missile production, a number of Indonesian Army Special Force Command (Kopassus) members recently conducted the second “Sharp Knife” joint exercise with Chinese Special Forces operatives earlier this month in Jinan, Shandong, China.

China has also offered to train 10 pilots from the Indonesian Air Force to train using a Sukhoi simulator in China.

Commenting on the defense cooperation, defense expert Andi
Widjajanto said the industrial cooperation was solely to gain access to more advanced technology.

“However, it will take a long time for us to be independent in the defense industry, perhaps after 2024. This is the reason Indonesia builds partnerships with many countries that possess modern military technologies,” he said. “This is also why we require partner countries to transfer their technologies to us in any agreement we sign with them.”

Andi added that there were two goals in terms of the partnership: to access advanced rocket technology, and to collaborate in upholding maritime security, which began when President Susilo Bambang Yudhoyono signed an agreement in March during a state visit to Beijing.

“I don’t believe it has anything to do with conflicts in the South China Sea,” he stressed.

Meanwhile, chairman of the House of Representatives’ Commission I on defense issues, Mahfudz Shiddiq, said such global partnerships in the defense industry were designed to develop Indonesia’s own industry.

“We have allocated Rp 150 trillion [US$15.8 billion] to modernize our weapons-defense system from 2010 to 2014. It would be wasteful paying such a huge amount to foreign defense industries without any attempt to improve our own,” he said.

“Therefore, we require partner countries to transfer their military technologies in the hope that they will gradually improve our own technologies.”

He added that the partnership with China was due to its advanced military technologies in fields such as rocketry. “This is not political, even though others might link the partnership to political issues, for example the South China Sea disputes,” Machfudz said.

Indonesia already cooperates on weapons production with several other countries including South Korea to build jet fighters and submarines, the Netherlands to build frigates and Spain to build medium transport aircraft.

"Pada Oktober 2012, bertepatan HUT TNI, Anda sudah akan melihat 15 unit Tank Leopard," kata Kepala Pusat Komunikasi Publik Kemhan, Brigjen TNI Hartind Asrin menanggapi kekhawatiran DPR akan terganggunya pembelian tank Leopard akibat penolakan sebagian anggota parlemen Jerman, di Jakarta, Jumat.

Menurut dia, kedatangan tank berbobot 60 ton itu akan terus berdatangan dengan total 100 unit hingga 2014 mendatang. Penolakan sebagian anggota parlemen, terutama dari partai oposisi, tidak menggangu proses pembelian tank tersebut.

"Penolakan itu memang ada, namun hanya dalam diskusi kecil. Tapi, tidak membuat pembelian tank menjadi batal," jelas Hartind.

Sebanyak 15 tank yang akan di tahap pertama rencananya akan ditempatkan di wilayah Jawa. Namun, tak menutup kemungkinan tank yang datang kemudian akan dikirim ke daerah-daerah perbatasan.

"Kita sedang mempersiapkan kapal untuk mengangkutnya jika memang akan ditempatkan di sana," ujarnya.

Beberapa waktu lalu, laman "Spiegel Online" konsisten memberitakan bahwa anggota parlemen senior dari Partai Hijau Katja Keul menyatakan, Jerman tidak bisa menjual tank Leopard pada Indonesia mengingat masih banyaknya pelanggaran HAM yang terjadi.

Wakil Ketua Komisi I DPR RI Tubagus Hasanuddin juga pernah mengatakan penolakan parlemen Jerman itu harus disikapi hati-hati oleh pemerintah Indonesia maupun Jerman.

"Saat ini DPR dalam posisi menunggu sikap pemerintah kedua negara," katanya.
