I just went there last 2 weeks ago
Anyway I don't think any random ppl can go there though. You should have the permit first. As I know if you stayed at Marina Bay Sands hotel, u could get that permit and in one day can only enter once. But I don't know if the permit could be bought or not.
I prefer Garden By The Bay instead
